Effective preventive and responsive action in the lead up to, and during, inland flooding can be strengthened by understanding the behaviors of people faced with these events. However, there remain many gaps in our knowledge about how people make decisions in these contexts. To identify the extent and nature of these gaps, we employ a systematic literature review of human behavior related to inland flooding. We frame these gaps in terms of trying to understand people's behaviors within a regional-scale coupled human and environmental system. We also present a research agenda for filling these gaps.
