12C.3 How the NOAA Pathfinder Initiative and the Air Quality Tabletops exercise is influencing Phoenix Air Quality Planning for the City of Phoenix

In June 2023, the NOAA Air Quality Pathfinder group from Arizona State University conducted
a thematic tabletop exercise in order to traverse the conceptual value chains generated from
NOAA satellite data linking air quality and extreme heat communications to health outcomes. A
two-day, hands-on event, was attended by stakeholders from the City of Phoenix, Central
Arizona Shelter Services, Arizona Department of Environmental Quality, Maricopa County Air
Quality Department, Maricopa County Department of Public Health, and Maricopa Association
of Governments.

The tabletop allowed participants to explore questions such as: How can
satellite data for air pollution affect environmental justice in historically underserved
communities? How does air quality differ across different communities? How do physical
features including freeways, vegetation, and industrial zones exacerbate exposure to unhealthy
conditions? How do individuals and organizations attempt to mitigate poor health outcomes
through municipal planning and public health communications? The two-day exercise included
technical presentations on down-scaled synthetic satellite data, neighborhood- and individual-
level health effects, and information products for three scenarios (i): an extreme heat advisory
day, (ii) a high dust/smoke (PM 2.5 ), and (iii) a haboob dust storm. The exercise format enabled
the participants internal and external to NOAA to identify opportunities, roles, responsibilities,
decisions, and outcomes. This talk will share how the participating organizations are using the
information and learning from this event to develop a formal value chain analysis for NOAA
satellite data products.
