In this paper, the distribution characteristics of the Sea Surface Temperature (SST) are analyzed for the Pacific area in Winter and Spring, which are in earlier stage of Summer drought/flood in the middle and lower reaches of Changjiang River. In order to find the causes of regional drought/flood, the circulation characteristics in Northern Hemisphere concerning the thermal anomaly of SST is discussed. As a result, we have found that the SST anomaly in East Equatorial Pacific can stimulate low-frequency teleconnection wave train similar to great circle route, which may be one of the dynamic mechanisms for regional drought/flood. The statistic results are also proved through the numerical simulation experiments.
