Looking forward with a paradigm shift: who has data; who makes forecasts? An Open Weather and Climate Services (“Open WCS”) is proposed in which both NOAA and the community share equal and full access to NOAA information and development. The objective of this session is to engage the Weather and Climate Enterprise in a dialog about the concept of Open WCS. Time for response from NOAA leadership will be scheduled at the end of this session.
