This session will address issues at the intersection of flooding, warnings, and individual compliance with official behavioral advice. After the modeling and analysis, after the forecasting and warnings, how effective are flood related warnings in keeping publics safe? Bringing together experts from warning issuance to emergency management to research, this panel will identify areas of success and gaps in the understanding and effectiveness of flood forecasting and warning.
