Because of the limitation of the usage of the frequency on P-band and the necessary of the wind profile to lower troposphere for weather forecast, we have done research on how to enhance the maximum detecting height of L-band wind profiler, which used to be boundary layer radar. Through deriving of the radar equation, three influencing factors have been analysed, which are the environment of atmosphere, the parameters of signal processing and the parameters of radar hardware. Therefore, the radar hardware has been improved. The antenna has been enlarged from 3.3m*3.3m to 4.7m *4.7m, the transmitter power has been increased from 2kw to 8kw, optimized power division network and ultra-low loss cable are used and ultra-low noise amplifier has been used to make the noise figure of LNA less than 0.4dB. The result of the experiment and evaluation shows that the maximum height can reach above 6km and meanwhile the accuracy is ensured.
