In this presentation, the authors will describe the conclusions of a national U.S. survey fielded between June and August 2023 and responded by more than 320 Emergency Managers from multiple jurisdictions (town, city, state). Using The Extreme Weather and Emergency Management Survey, questions were designed to understand emergency managers' risk perceptions and planning as they assess their jurisdictions' risk for compound wind and water hazards, or TORFFs (Nielsen et al 2015). Based on responses of this mixed methods survey, presenters will discuss EMs' risk perception of TORFFs, their definitions of compound hazards, and their understanding of vulnerable populations in their communities. The presentation also focuses on the responses to the case study of Hurricane Ida (Aug 26-Sep 3, 2021), which aimed to elicit specific challenges emergency managers face while assessing and communicating risks during landfalling tropical cyclones.
