Gaussian atmospheric dispersion models of a plume are used to estimate the dispersion of ground-level atmospheric emissions or in the case of high elevation emissions from nuclear power plants for plan of emergency response, but which are located at very complex terrain with high mountains and near the beach. The new parameterizations of horizontal and vertical dispersion parameters (sigma-y and sigma-z) are suggested by field experimental data of micro-meteorological characteristics and numerical modeling. The results are validated using Model Validation Kit with Copenhagen, Indiana, Kincaid and Lillestrome data sets
