Are Results from Barotropic and Quasi-Geostophic 3-Level Models Relevant for the Design of NWP Systems in the 21st Century?

Examples from predictability, ensemble forecast and (Reduced Rank Kalman Filter) data assimilation studies will be discussed, showing that the sorts of models which were operational during Norm Phillips early career, are still of critical importance in the design of operational NWP forecast systems for the 21st Century.
