The Texas Environmental Research Consortium (TERC) is a Houston-based non-profit organization whose mission is to promote research that helps the State of Texas demonstrate attainment of federal air quality standards, especially for 8-hour ozone. The TERC-funded portion of TexAQS II included real-time meteorological and air quality forecasts in support of daily flight planning for a variety of airborne platforms, smart balloon launches and instrumented flights of Twin Otter and Aztec aircraft, mobile Solar Occultation Flux (SOF) measurements of Volatile Organic Compounds (VOCs) in the Houston Ship Channel and other industrialized areas in the Houston region, the Houston Triangle Experiment, which included measurements of particulate matter and VOCs at three surface monitoring sites operated by the Texas Commission on Environmental Quality (TCEQ), and the TexAQS II Radical Measurement Project (TRAMP) conducted at the University of Houston Moody Tower. The rationale for the selection of these projects for TERC funding will be explained in the context of the State Implementation Plan and previous research on the causes of 8-hour ozone exceedances in East Texas, especially in the Houston-Galveston-Brazoria non-attainment area.
