We present a spectral technique for suppression of ground clutter and DC contributions from the echoes observed with a phased array radar. The echo sequence is split into two sequences containing even and odd time-series samples. The differential phase between the spectral coefficients of the resulting half sequences is estimated. Phase values near zero are used as indicators of clutter contributions for Doppler velocities close to zero. Such indicators allow suppression of clutter with an adaptive notch. The notch is not symmetric when the contributions from moving scatterers overlap the contributions from clutter. The ground clutter is identified and suppressed from the original spectrum, and the moments are then obtained from the censored spectrum.
