Technology Implementation to Support the Kentucky Mesonet

The Kentucky Mesonet is a high density, meso-scale network of automated meteorological and climatological sensing platforms being developed across the commonwealth. Project progress and implementation steps are being monitored with interest by involved federal funding agencies and by organizations in other states who are interested in constructing similar networks. Data collection, processing, and delivery mechanisms play a critical role in these networks, and the World Meteorological Organization recognizes that “an observing system is not complete unless it is connected to other systems that deliver the data to the users.” This paper, therefore, examines the communications and information technology infrastructure necessary to support the core functions of Kentucky's new in-situ sensing network. It specifically discusses the challenges and decisions involved with processing system design and deployment in these broad areas: sensor network communications, information technology, database design, quality assurance techniques, and data delivery/visualization. It reviews infrastructure deployed in similar sensing networks, examines the current state of technology deployment within the Kentucky network, and reviews necessary future implementation steps. Existing and potential uses of Geographic Information Systems (GIS) by the project are also examined.
