Sea Surface Clutter Velocity Estimation and Its Affect on Clutter Filtering Performance

The reduction of sea surface clutter is an important capability for any sea based radar system. For a sea based meteorological radar measurements, the reduction of sea surface clutter increases the fidelity of the resulting measurements and associated meteorological products. While the use of a clutter filtering offers an improvement, the reduction in sea surface clutter is typically accompanied by a bias to the weather signal which degrades the accuracy of weather picture. If little is known about the sea surface spectrum, the clutter filter cannot be optimized and the resulting weather measurement biases are larger. If the sea surface velocity is known, the clutter filter can be more fully optimized and the weather biases are reduced. A solution is proposed where the velocity of the sea surface clutter can be estimated. This estimate can be used to center the clutter filter directly on the sea surface clutter signal. The result is that a narrower clutter filter can be used which will reduce the amount of bias that is seen on the weather signal.
