706 JPSS Requirements Management

The National Oceanic and Atmospheric Administration (NOAA) has partnered with the National Aeronautics and Space Administration (NASA) to implement the Joint Polar Satellite System (JPSS). NOAA has the responsibility for the development and operation of the total JPSS; NASA's role is to serve as NOAA's acquisition agent.

NOAA's design independent, high level requirements baseline for the JPSS development is captured in the JPSS Level 1 Requirements Document (L1RD) - Final; the L1RD is approved by the NOAA Deputy Under Secretary for Operations (DUS/O). The NOAA JPSS Office (NJO) developed a NOAA Level II document, the Program Systems Requirement Document (PSRD), capturing NESDIS requirements related to observable attributes, enterprise constraints, and interfaces; the PSRD is approved by the NJO Director. The JPSS L1RD and PSRD have been provided by NOAA to NASA as the NOAA JPSS acquisition requirements. The NJO is responsible for managing changes to the L1RD and PSRD and interpreting requirements.
