The general needs of some potential users for meteorological services

The needs of users for weather and climate services are remarkably growing with the economic development. In the recent years the progress in hydrometeorology in China, for example, is promoted to a great extent by the following events: the flash flood in 1998, great development of the western part of China, Yangtze River Three Gorges project and the project of water transfer from South to North China, which all raise more and more urgent requirements of meteorological services. The corresponding service systems are established and being perfected within the above-mentioned relevant governmental and private sectors. The more accurate the meteorological data and forecasts are, the more the users will benefit. In addition, success with the bid for Beijing Olympic Games 2008 and disastrous torrential rain of 10 July 2004 occurred in the Beijing area and the others make the role of meteorology in emergency response become increasingly prominent (in fact, a number of emergency management systems, including their subsystems such as EWSSWE [the Early Warning System for Severe Weather Events], are being developed as the special projects of social public good supported by the government in China), especially in the predictive meteorology in support of emergency response and meteorological measurements for emergency response.
