Radar Operations Center (ROC) Evaluation of New Signal Processing Techniques for the WSR-88D

The WSR-88D Radar Operations Center (ROC) is responsible for evaluating all new signal processing algorithms planned for implementation in the Open Radar Data Acquisition (ORDA) System. To ensure that all new signal processing methods comply with system specifications, ROC Engineering has established a program for analyzing the performance of all signal processor functions. ROC engineers designed evaluation methods based on simulations and archived time series radar data processing. ROC team members used these methods to evaluate base moment estimators and clutter filters in previous studies. ROC engineers are continuing to assess newer techniques for Range Velocity Ambiguity Mitigation, super resolution base data generation, over sampling and whitening, and full power spectral analysis.

This paper will review the current state of the engineering evaluation process, including theory, methods, simulations, and live data analysis. A sampling of results focused on Gaussian Model Adaptive Processing (GMAP) clutter filters and super resolution data generation will be presented.
