The National Oceanic and Atmospheric Administration (NOAA) partnership policy was adopted on December 1, 2004. Ed Johnson, Director of Strategic Planning and Policy of NOAA's National Weather Service (NWS), will describe the implementation of the NOAA policy in NWS to provide context for discussion to follow.
