Assessing the Utility of Forecasts for Water Resources Management in the Ohio River Basin

The U.S. Army Corps of Engineers (USACE) GCIP activity concentrated on the Ohio River basin. The objectives of the study are to (1) assess the utility of forecast products to water management; (2) evaluate opportunities for incorporating forecasts into USACE practices; and (3) develop and link hydrologic, hydraulic, and system management models to use forecasts. A major effort of the study was the development of basin-wide water management models that can use forecasts. The evaluation of spring fill timing decisions was identified as a potential use of longer lead-time forecasts. The study is currently examining the use of 30-day ensemble streamflow forecasts from the Ohio River Forecast Center’s Advanced Hydrologic Prediction Services and is concentrating on reservoirs on the Allegheny and Monongahela Rivers.
