On October 7th, 1999, the Deer Park (Houston) Ozone monitor maintained by the Texas Natural Resources Conservation Commission reached the extremely high reading of 231PPb at about 1PM in the afternoon. The veracity of this reading was later confirmed by surrouding monitors which revealed a confined ozone plume suggesting that an unusual release of ozone-forming precursors had occurred prior to the event.
