NOAA Research scientific project and budget reporting over the Internet

All operating units within NOAA Research use the Financial Database Management System (FDMS) for financial management and control of research projects and budgets. Management at NOAA Research Headquarters also requires consolidated summaries of research budget data from the individual operating unit databases to be made available to headquarters staff.

The reports are web based, and served from a Unix machine using Java Servlets. The middleware HTTP/XML server is built on the Microsoft .Net Framework and provides both data migration and data portal services. A security model had to be implemented to ensure authorized use of this application. The system is comprised of four distinct components: * Data migration from the distributed Access databases to the new consolidated database. * The new centralized database (Microsoft SQL Server 2000). * A HTTP/XML server to serve as middleware between the Web server and the Database server. * Web backend software with web server.

This paper will discuss the technology choices and implementation of each of these components.
