Midget tropical cyclones in the subtropics

During August of 1999, several midget tropical cyclones (including two typhoons as per Joint Typhoon Warning Center nomenclature) developed in the subtropics of the western North Pacific. These midget tropical cyclones posed difficult forecast challenges. They formed in unusual places by unusual processes. Their intensity changes were rapid and unanticipated. There were alarming discrepancies in the diagnosed intensities provided by warning agencies and tropical satellite analysts.
