Verification Results of a Turbulence Index Applied to Low-Levels of the Atmosphere

In 2001, the Air Force Weather Agency at Offutt AFB, NE, began testing the Panofsky Index (PI) specifically for use in forecasting aircraft turbulence in the lowest 5,000 feet of the atmosphere. Our first test occurred during the summer of 2001 over the continental U.S. (CONUS) and Europe. Results from the 50-day summer dataset showed that the PI provided up to a 32% improvement over other algorithms. Subsequent fall 2001 and winter 2001-2002 tests were performed over CONUS, Europe and Southwest Asia. The Army Research Laboratory in White Sands, N.M. has also been testing the PI, and their results are included as well.
