PMTIP: A New Direction in Partnerships for Aviation Performance Metrics

This paper presents an overview of the Performance Measurement TAF Improvement Project (PMTIP), a new performance-based decision support system developed as a joint initiative between Environment Canada (EC), Natural Resources Canada, NAV CANADA, Air Canada, and Air Canada Jazz. The main goal of this project was to decrease unnecessary fuel up load/carriage to lower costs to aviation users and to reduce related greenhouse gas emissions. PMTIP provides airline pilots and dispatchers with new performance metrics designed to relay essential information about the accuracy of EC's aviation forecasts which increases user confidence. The system is also accessible to EC aviation forecasters so that they can monitor their ongoing performance with respect to critical airline operating limits. The metrics produced consist of critical ceiling and visibility categories, severe weather events, and wind as these were determined to be essential for flight planning. By supporting the aviation industry's flight planning process of ensuring safety and efficiency the PMTIP metrics contribute to the reduction of the amount of extra fuel carriage and subsequent fuel burn and related greenhouse gas emissions. The development, implementation, current status, use, and future challenges to PMTIP will be emphasized.
