There are several ways to enhance rainfall. The cloud seeding by an artificial flare agent is one of them. We use ground type flare agent and flare bomb which design by ourselves to put some tiny nuclei to enhance rainfall on local area. When weak northeast monsoon pass through a complex terrain near Miaoli on Taiwan, there exit a local circulation to make us more easily to expand our flare agent. The flare agent which we make has more big average particles size than merchantable flare agent after burning. So those hygroscopicity particles will have a good chance to complete collision and merge process for condensation within the clouds. The radiometer was used to detective of vapor to water conversion process within the clouds. In order to catch the right time to start our cloud seeding process, we use a non-hydrostatic numerical model to simulate the weather pattern. The Weather Research and Forecasting (WRF) model got a good performance to simulate the local weather pattern and local circulation near north Taiwan. By the way, the characteristic of vapor transfer form cloud drop to rain drop will help us to calculate the amount of water when we use radiometer to observed southwest monsoon over South China Sea.
