The Meteorology Open Application Platform (MOAP) is a web-based fundamental meteorological platform for weather monitoring, forecast and service applications, designed and developed by the National Meteorological Center(NMC) with its independent intelligent properties. and it has been put into operation since 2016 ,which consists of MOAP server and MOAP client, the MOAP server supported massive and various meteorological data processing and analysis efficiently based on cloud computing frame such as distributed real-time computation , the MOAP client provided a series of meteorological data visualization, analysis, interactive manipulation tools based on HTML5. The main functions of fundamental MOAP include observing monitoring, weather forecast analysis, interactive operation and weather products generation through visualizing and overlay analysis kinds of observing data(AWS, radar, satellite,etc), numerical weather products, gridded forecast products on the WebGIS platform, It not only implements common WebGIS, such as web map service, spatial analysis, thematic mapping, but also achieves a series of meteorological data models and analysis algorithms. Meanwhile, It could provide efficient meteorological processing and analysis functions in an interactive web-based way, such as spatio-temporal section analysis, TlnP chart analysis. Meanwhile, MOAP provided powerful and fully software development kits(SDK) for meteorological developers, based on the SDK, the developers could implement special meteorological application systems conveniently, NMC developed Severe Weather Automatic Nowcasting system based on MOAP, it can easily overlayer kinds of observing and forecasting data, forecasters can detect and position the hazard weather areas quickly with high-resolution map through web-based system, NMC also developed the MOAP professional version for medium-range weather forecasters. Finally NMC developed smart gridded forecasting service system based on MOAP, it visualized and published gridded provincial refined forecasts, and national guidance forecast data (0.05° x 0.05°) from 3 to 240 hours,There are more than 20 forecast elements, such as precipitation, temperature, relative humidity, wind,and etc , forecasters could get the spatio-temporal analysis section at any interesting point. The MOAP fundamental and professional versions covered national weather monitoring ,forecast and service applications, their message flow connect forecasters, decision-makers and the public collaboratively, play an important part in Chinese weather forecast operation.
