PD1.2 Transitioning Research to Operations: A Program and Laboratory Perspective

In support of NOAA's policies on transitioning research into operations, OAR laboratories and programs have increased efforts to improve the transition of OAR research into operations across NOAA. This presentation will use several examples of transitions, both successful and unsuccessful, to illustrate important aspects of successful transitions. Successful transitions have included the use of a transition plan that clearly describes the schedule, milestones, roles and responsibilities of the researcher and operator, and expected expenses associated with the transition. Close collaborations between the operator and researcher, along with a good understanding of operational constraints and adequate resources to support transition are also important to ensuring a successful transition.
