Tropical disturbances (waves, depressions, and cyclones) are among the most prolific rainfall producers and inland flooding has been recognized as one of their most hazardous aspects. The precipitation and flood potential of tropical storms is influenced by many factors including topography and antecedent precipitation, and other geographical features. In addition, inappropriate community response and poor development planning has sometimes aggravated the severity of flood damage.

This study examines the impact of tropical storms on communities in Florida and the Caribbean. Special focus is given to the impact of Lili and Isidore in Jamaica. In Florida, the focus is on the flood mitigation efforts of a small community in west-central Florida.
