Hurricane Isabel: When a great forecast becomes a bad forecast

It is possible that during our lifetime a landfalling hurricane will not be forecast as well as Hurricane Isabel was, meteorologically speaking. In the end, however, millions of people were surprised by the effects of the storm, and concluded that the event was poorly forecast. This paper will look at the points of disconnect between the National Hurricane Center forecast and the public perception as the message translates through the local NWS offices, emergency management, and the media, and suggest ways to improve the communications process.
