The National Oceanic and Atmospheric Administration (NOAA), United States Geographical Survey (USGS), and Office of Science and Technology Policy (OSTP) are assessing organizational impacts of earth observations. During this presentation we will demonstrate the collaboratively built Earth Observations Requirements Evaluation System (EORES) and additional tools used to manage and analyze information about observing system capabilities, user requirements, and models for assessing strategic value. This information is currently being used by the Office of Technology, Planning, and Integration of Observations (TPIO) to support business portfolio management for the NOAA Observing System Council (NOSC) - a principal advisory body to the NOAA Administrator.
