Mr. Wiley has been working in the Electromagnetic Environmental Effects (E3), EMI/EMC analysis, and Spectrum Management field for 35 years. He has managed many frequency band studies and space system spectrum management projects considering International Telecommunications Union (ITU) and National Telecommunications and Information Administration (NTIA) regulations. He also is an expert in the Spectrum Certification process, both at the DoD level and at the NTIA level. Today he is the Director of Spectrum Engineering and the Manager of the radio frequency (RF), Electromagnetic, and Spectrum Engineering Operation at Alion Science and Technology where he oversees all of the spectrum related work including the technical issues associated with the spectrum auctions. He is a Certified Electromagnetic Compatibility Engineer by the International Association for Radio, Telecommunications and Electromagnetics (iNARTE).
