The Global Climate Observing System (GCOS) prepared an Implementation Plan for the Global Observing Systems for Climate in support of the UNFCCC which was given strong support by the Subsidiary Body for Science and Technological Advice at COP 10 Buenos Aires in December 2004. This plan was subject to open review and was prepared in cooperation with GCOS's many partner bodies, observing systems and programs and also in coordination with the GEOSS, it is identified as the main climate component of the GEOSS overall implementation plan. It contains many actions suggested for Countries and their agencies together with needed coordination actions within International bodies, programs, and other involved bodies. Progress with the various ways in which these other bodies and programs are starting to build aspects of the plan into their programs will be outlined together with the continued response of the Subsidiary Body for Science and Technological Advice at COP 11 Montreal in December 2005.
