The paper will describe the the impact of GATE on subsequent  oceanographic programs, including TOGA. AT the time of GATE there was  much debate about the feasibility of a relatively short measurement  program in the tropics to study oceanic variability. The results from  Gate oceanography, concerning meanders of the upper ocean currents,  came as a big surprise and led to increased enthusiasm for studying  tropical variability in all the oceans, and for developing  instruments to measure it
