Sasaki suggested that the flow in a tornadic storm resembled an attractor.  Based on the Fujita's recycling hypothesis, we develop a model of an attractor for Sasaki's Entropic Balance theory.  Naively, the model resembles a Smale-Williams attractor, however with an open system, rather than a closed system as in the case of Smale-Williams attractor.
