A Method of Formative Evaluation Necessary for Efficient Learning

In order to take measures to meet increasing demand, a new system of weather forecasting was started from 1993 as a national standard in Japan. Qualification for a weather forecaster is a very popular standard which many people strive to meet every year. This institution contributes to raise the level of interest in meteorology in many people. It is a difficult standard because percentage of passing is about 9%. Therefore, an efficient learning program is needed. On the other hand, it is also important that the learner can receive feedback through formative evaluation. We propose a new method for formative evaluation. Our method is to be able to indicate the order of achievement of learning tasks based on correct/incorrect responses to test questions. Viewing the level of achievement from various angles, one can expect that the learner's present level of education can be measured.
