What is the balance of investment? Dr. Golding will speak from his wealth of experience on the need for warning systems that produce value by generating positive outcomes for end users. A useful warning system enables users to make better decisions in terms of protection of life/property/infrastructure. To achieve this we must look at the whole warning chain (from monitoring, through prediction, to delivery) and at all of the actors in that chain. Cost-effective warnings are achieved when every actor’s contribution combines to increase end user value. If we invert the chain, we can potentially attribute value to each contributor and to any investment.
