As a consequence of close communication and direction of NOAA leadership, NOAA’s Observing System Architecture (NOSA) is evolving to address key observing system related business questions using an agile and evolving analytic framework to address NOSA optimization in support of a broad range of the nation’s critical Weather, Water, and Climate Enterprise. A key challenge addressed by the NOSA analytic framework is to tangibly communicate the value of observing system capabilities to specific products, the relevance of those services upon NOAA service outcomes, and ultimately upon our nation’s economy and public safety.

This talk will summarize NOSA relevant business questions posed by NOAA leadership, the analytic approach developed to address these business questions, and guidance provided to NOAA Leadership using NOSA capabilities and portfolios. Specific impactful results of NOSA innovation will include:

  • Targeting economic studies of the impact of NOAA ships and satellites on society through identification of highly relevant services which are impacted by these capabilities;

  • Identification of observing system capability gaps which, if fulfilled, have the potential to enhance NOAA service outcomes;

  • Enhancing Value Tree information to estimate the magnitude of influence on key Weather, Water, and Climate Enterprise performance measures as a consequence of notional future satellite architectures;

  • Providing NOAA Leadership with guidance relating business unit products, communications, and observing system capabilities upon NOAA’s Weather, Water, and Climate Enterprise.
